As the Patient Protection and Affordable Care Act passed in March 2010, it emerged that many Americans were concerned about the amount of patient flexibility that would be available under the new law. American veterans were particulary anxious as to whether the care they were receiving through the Veterans' Administration would be affected. And those members who chose providers that had not been approved by the HMO's were penalized financially. Many discovered that their policy would pay eighty percent of the costs generated by the providers listed under the HMO. Their co-payment would then be twenty percent. However, if for any reason, they chose a provider not approved by the HMO they would be obligated for fifty percent of the total bill as opposed to twenty percent.
